MB: We want to zero-in on the letter that you sent late Friday to the heads of the FBI, the DOJ, as well as the NSA, and the CIA. Why did you write this letter?
DN: Well, we are trying to get to the bottom of Mfsud. So as we talked about on the last segment, this guy originates the investigation. We know that the Mueller team wrote this Mueller dossier. They used a lot of these news stories that sometimes were generated by leaks by the FBI. Now, I don't think the American people expect twenty DOJ lawyers and 40 FBI agents to write a 450 page report that is built off of news stories that in many cases they generated.

The footnotes 1 & 10 in the Mueller Report make distinction between supervision of FBI personnel (supervised by FBI and FBI rules) and supervision of investigative matters (supervised by the Special Counsel Office).

Both volumes are summaries. This type of report is way too packed with stuff as per normal procedures. Should've been straightforward memo on conclusions – and perhaps some detail on reasoning on thorny areas of law. A results memo, not a process memo, right?
AG did what Mueller should have done, wrote a 4 page conclusion memo.
But this is a political report so they leave these little hints and innuendos.
But that paragraph does highlight that there were FBI assigned specifically for communications to FBIHQ and field offices. Might also point to the staff – under FBI rules – who leaked or wrote or helped write news stories as per Nunes.
That behavior would be felonious.
Mueller seems to have made a distinction between what he supervised and what the FBI supervised. It would be a known distinction but he put it in a memo/ report that should have been much shorter and without such meta-discussions.
