As I get older myself, I have come to realize that the definition of the militia as being "men between the ages of 16-60" needs revising.

I propose that the definition be revised to include females to age 60 and men older than 60 who wish to volunteer. Exemption would be made for pregnancy and the care of healthy dependent children below the age of conscription and care of those children who, by accident or defect of birth, cannot function independently at any age.

I also want to suggest that our culture would be better served if we began to follow the model of some European countries and reward the birth OF citizens BY citizens. BOTH parents would need to be citizens prior to the moment of live delivery and the child would have to survive at least one year.
