The rot locally is really bad, just on smaller scale. For example my school district had millions of dollars of real estate off the books. Every year they demanded higher levies because they had no money. Threatened to put the district into state receivership, took away bussing, added giant fees to play sports, etc if we didn't pass the levies. People finally got sick of it and voted the board out and hired a new accountant. That's when the millions worth of real estate was discovered. I have to believe this type of thing is rampant in school districts all across the country. It was legal an all, but extremely corrupt and wrong.
