Why did Mueller select who he did for SC? On your point 2, there is a third option:
Those selected were lawyers and major contributors/controllers of BHO and HRC, CF. Do you think they were clean going in? Do you think Mueller might have had enough dirt on them to lock them all away indefinitely?
Follow the money! those that laundered, those that covered-up: They know where ALL the skeletons are buried. So why not make them "hostages" under Mueller to bring down the entire cabal, while leaks are released to make it look like [[they]] are winning.

As other anons have covered before, 45 was offering Mueller a deal: help him get rid of these bastards or, go down with them yourself. Mueller has skeletons after all.
