The answer Harris wanted was "Why NO, in fact, the Ethics Dept. never did clear Rod Rosenstein of being the guy in CHARGE of all Russia & 2016 related investigations while ALSO being a POTENTIAL WITNESS in any criminal cases arising from those investigations."
She DIDN'T get it.
Barr ends up having to REPEAT several time the DOJ Ethics Dept. CLEARED Rosenstein of any potential conflicts of interest AT THE TIME he was appointed to the DAG position, which was on April 25, 2017.
He was sworn in on April 26.
What's the timeline, people?
It was extensively discussed on the Senate floor when Rosenstein's nomination was up for a vote that HE would be THE GUY leading the Russia/2016-election-related investigations if he was confirmed.
He was then confirmed 94-6 on April 25, 2017.
This discussion on the Senate floor, & Rosenstein being confirmed to the DAG job was almost TWO FULL MONTHS after then-Attorney General Jeff Sessions had RECUSED himself from any Russia/2016-related investigations or cases arising from such investigations.
AG Sessions recused himself on MARCH 1, 2017.
Rosenstein finally was confirmed for the DAG job - to be THE GUY handling the Russia/2016-election-related investigations & any cases arising from those investigations - on April 25, 2017.
Hey notice how I keep repeating the date April 25, 2017?
That's because repetition is a valuable tool in teaching people things & getting them to hold something in their memory.
Senator Harris & the Democrats in Congress are now boxed in so thoroughly they are having to resort to the absurd narrative that the guy who was HAND-PICKED & confirmed by the Senate to be THE GUY running Russia/2016 election investigations should have RECUSED himself.
The Democrats are being forced to pretend there was NO WAY Rosenstein was cleared beforehand to be a potential witness in any Russia/2016 election-related cases that might spring from the Russia/2016 election-related INVESTIGATIONS HE WAS APPOINTED TO RUN AND OVERSEE.
In fact, when the DEFENSE wants to attack the prosecution's case, one of the first things they do is put the person directing/guiding/overseeing/setting the scope for the case against their client on the witness list.
So of course when he was being considered to be THE GUY running the Russia/2016-election-related investigations back in April 2017, the DOJ Ethics Dept. knew quite well Rosenstein very likely WOULD be called as a witness in any resulting criminal cases.
And so current AG Barr is, in fact, correct that the DOJ Ethics Dept. cleared Rosenstein to be a witness in any potential criminal cases that resulted from the Russia/2016 election investigations he was going to be in charge of running as the Acting Attorney General.
Of course, back on April 25, 2017, everybody was thinking that Rosenstein would be a witness in cases where Trump and his associates were being prosecuted, so they LOVED the idea he had this dual role.
Too late….far FAR too late….Democrats have suddenly realized Rosenstein is going to be a key witness in criminal cases springing from the Russia/2016 election investigations all right….
JUST NOT THE ONES THEY THOUGHT HE WOULD BE.

Defense lawyers for McCabe, Comey, Strzok & many others now have to IMPEACH Rosenstein as a witness against themselves.
