The first amendment defense was successful repeatedly since no one was able to define pornography in a way that would clearly distinguish it from works like Ulysses, Justice Potter Stewart famously saying he couldn't define it but "he knew it when he saw it."

The best way to treat the addiction is not by restricting content and going head to head with the first amendment, but by showing clearly the damage done, how porn replaces normal human relation ships and instills fixations and fear that make porn users non functional - except with other porn consumers who have been similarly conditioned.
Making porn scarce will make it attractive - (there are dozens of studies that show this, )make it forbidden, it becomes even more so.
Declaring it a public health crisis makes good sense, because it is, and by educating people to their exploitation by means of powerful reproductive instinct is waking up.
