Espionage or spying is the act of obtaining secret or confidential information without the permission of the holder of the information. Spies help agencies uncover secret information.[1] Any individual or spy ring (a cooperating group of spies), in the service of a government, company or independent operation, can commit espionage. The practice is clandestine, as it is by definition unwelcome and in many cases illegal and punishable by law. Espionage is a method of intelligence gathering which includes information gathering from non-disclosed sources.

When you consider that the FBI under James Comey was part of a ring of clandestine operators whose goal it was to make it look like 'investigators' (spies) had uncovered election tampering by the Trump team and maybe even Trump himself when, in actuality, the FBI and others were attempting to push people and false information into the Trump team's orbit to make it appear (and so Congress and the Fake News Media could allege) that the Trump team, and maybe even POTUS, were guilty of Russian collusion.
Their goal was once they had pushed the damning (circumstantial) evidence into the Trump sphere they could easily pull it out via coercion and leverage against the small fish (Carter Page, George Papadapolous, et al) and then Mueller comes riding and 'saves' muh democracy.
If it is not clear by now that Comey was not only the Director of the FBI but also a part of a clandestine ring that was attempting to plant false 'secret' and/or 'confidential' information about Trump and his team, then you may never realize that Comey WAS OPERATING AS A FUCKING SPY IN ATTEMPT TO NULLIFY THE 2016 ELECTION OR HAS THE PRESIDENT REMOVED DUE THE FALSE CLOUD HE HELPED TO CREATE - it will never be more clear.
Spies often receive the most harsh treatment wherever they are found. When you have a SPY working against his/her own country we call that person a TRAITOR.
