Either CM's random number generator code is broken or it's intentionally setup to put out more of the letters that computer vision systems are more likely to confuse. Remember what CAPTCHAs are for.
It's probably backfiring, though. It's a lot easier to match a shape to one of 4 capital letters than one of 26.
