Modern Jews practice an annual cancellation of all oaths during Kol Nidre. I'm not a Hebrew history scholar, so cannot say if they had the practice in Jesus' time, but it seems clear to me that Jesus was telling people to live up to their word, all the time, rather than only living up to your word when you add extra words like "I swear…"
