Getting Mueller to issue his report, such as it was (designed to spur either impeachment or Trump's loss in 2020) was a massive accomplishment. Mueller would have been just as happy to drag this out (keep the blockade in place) right up to election 2020. Score one for Barr.
Despite all the confusion, [RR] was and is a black hat. Any seeming cooperation he gave toward the end of his time at DOJ was a show to try to get Barr to think he was doing what he thought best and lawful for the country. Bullshit. Barr used [RR] as a prop to make his conclusions regarding the Mueller report seem bipartisan and fair. [RR] still has to answer for signing the last FISA renewal, all the inappropriate redactions and classifications, the start of a Special Counsel investigation when there was no evidence of a crime, and on and on. Barr will praise [RR] in public and let the OIG take him down and reluctantly agree that he needs to be held accountable (optics). Having [RR] fully out is a big deal. He is no longer there to impede or redirect the OIG or any other investigations. Yes Barr and the new DAG will have to watch for [RR] loyal staff and remove them from any further blockades - but the main threat of [RR] (Mr. Let's Invoke the 25th Amendment) is gone as of end of business today!!!
