Yeppers, anon. Here's an example of how it is done. I did it for refusing smart meter. It worked. No meter, no opt-out fee as they required and no more harassment. They finally woke up and found out this is real! I haven't gone back and checked but the In Power group was working on updating and streamlining the DIY process for Notice of Liability. Check it out.
