My feeling is that both RR and Muller are DS being strongarmed into playing the white hat

RR is dirty, we know this because he signed the FISA apps. Therefore Muller is dirty. But at one point they were leveraged.

RR appoints Muller, giving him huge scope to investigate POTUS. This makes it look like they're still playing for DS, but really once Muller comes up with nothing (esp. with large scope) POTUS looks squeaky clean and media shit themselves.

Then RR closes Special Counsel, and leaves DOJ. His role is finished, imo, "landing the plane.'
