Does this make sense …

Mueller is tasked (by RR) to "investigate any collusion between Trump campaign and Russia. Any other criminal activity discovered shall be turned over to US attorneys."

OK, what evidence is there to start the Mueller investigation? The Steele report – and ONLY the Steele report is what Mueller had to start with.

So, he sent his team (not himself) to UK to talk with Steele. Sent his team to talk with Fusion GPS. Makes sense. These are the ONLY connections to Trump/Russia that he had to work with.

Went after Trump campaign associates (Flynn, Papa-D, etc.) and excluded exculpatory evidence, which means those convictions/guilty pleas can later be overturned … ON THE CONDITION THAT THE VICTIMS CAN TELL EVERYTHING THEY KNOW in future cases.
