Most likely it's concurrent jurisdiction. I'm in an area with lots of concurrent jurisdiction and a few exclusive federal jurisdictions. We would almost always handle criminal prosecutions in the concurrent ones. Not to say that NPS and the US Attorney's couldn't and/or wouldn't be able to…it's just they seemed to focus on the 'federal' crimes and let us handle the normal 'state' criminal statutes. Everybody has their niche.
All bets are off on a military installation with concurrent jurisdiction and that's a lot of what we had, so these discussions arose frequently, but amicably.
There are a lot of variables…were both parties attached to the federal government, etc… was the victim or suspect trespassing, civilian, newsworthy…it's a messy business, but gets sorted out.
