Cuba Plans to Ration Sales of Basic Food Items

 

Cuba will ration sales of basic goods, officials said, as tighter U.S. sanctions and the economic implosion of key ally Venezuela puts further pressure on the Communist regime to import food staples.

 

Commerce Minister Betsy Dรญaz on Friday said the government would ration items including eggs, cooking oil, chicken, sausage and soap amid widespread shortages that have caused anxiety and panic buying.

 

Cuban officials blame the shortages on the Trump administration's hardening of the trade embargo, but economists say the island's economy has also been hit hard by reduced shipments of subsidized oil from Venezuela.

 

The rationing plans come as the country's authoritarian regime cracks down on civil-society groups. Over the weekend, security officers blocked an unauthorized parade in Havana by gay-rights activists. Several activists were detained, Cubans said on social media.

 

Cuban officials acknowledged that the government had failed to meet production targets for food staples including eggs and pork, and said limits will be put on the amount of chicken and other products individuals could purchase. They urged Cubans to avoid panic buying.

 

"We are calling for calm," Ms. Dรญaz said on state television.

 

Cubans have government-issued ration books for basic food items, including sugar, rice and beans, at little cost. Outside the ration system, Cubans have to pay hefty prices for additional products at government-run stores.

 

"People would go to stores, buy as much as they can and then they resell products that are in short supply," said Lorenzo Almaguer, a truck driver in the capital. "One day there's no chicken, then the following day there's a shortage of ground beef. Meanwhile, the price of pork has tripled."

 

Cuba spends about $2 billion on food imports that make up about two-thirds of its edible goods. Ms. Dรญaz said the U.S. embargo forces the island to buy food from distant markets, which raises prices. The new restrictions could hurt Cuba's growing number of entrepreneurs who have opened private restaurants catering to tourists.

 

"Cubans have been hit hard by widespread shortages of products like oil, flour and chicken," said Carmelo Mesa Lago, a professor emeritus of economics and Latin American Studies at the University of Pittsburgh, on the island's economy. "Prices have gone through the roof, there are huge lines and fights have even broken out in the street."

 

The U.S. government is now allowing lawsuits against U.S. and foreign companies that have profited from properties Cuba confiscated from U.S. citizens since 1959, when the late leader Fidel Castro took power. The measure is designed to starve the island of needed foreign investment and hard currency.

 

The U.S. has also cut back on the amount of remittances Cuban-Americans can send to their families on the island. Restrictions designed to further limit travel to the island by Americans are expected to be announced soon.

 

"The empire is isolating itself," Cuban President Miguel Dรญaz Canel wrote on Twitter on Saturday.

 

Cuba's economy grew 1.2% in 2018, and the government expects 1.5% growth this year.

 

"It will be impossible for them to meet that target," Mr. Mesa Lago said.

 

One reason is a sharp drop in oil shipments Venezuela sends to Cuba, which have fallen to about 47,000 barrels a day in March from a high of 105,000 in 2012, Mr. Mesa Lago said. The number of Cuban doctors working abroad โ€“ including Brazil โ€“ has also fallen sharply, contributing to the island's economic troubles, as the government keeps most of their salaries.

 

Mr. Mesa Lago said Venezuela's contribution to Cuba's economy had fallen to 8.5% in 2017 from 22% in 2013.
