Just did a qanon.pub search for Q's use of single quotes.

Seems that most of them are for one of two reasons:
— like "air quotes"
>The 'cleaning crew' is active.
— for emphasis, like italicizing

I don't think this is air quotes
And it strikes me as different from other places where Q has used them for emphasis…. but maybe not.
