Story in today's WSJ (synopsis). Levee system along the MIssouri and Mississippi as well as feeders, needs a new plan. Not just more maintenance. Cannot raise the levee heights because that would flood more downstream towns. And also raising heights is prohibited by law. Congress will have to change laws for new solutions.
