The temperature alone isn't all that's at play. Ventilation and humidity are very important. I am an Arizona resident, and I find that when it's 115º here, it's tolerable (due to low humidity and a breeze) once you're out of direct sunlight. But 90 degrees in an area with higher humidity is stifling and unpleasant because you can't sweat properly.
