Last time I ~~checked~~ baked, bakers are free to add posts to the notes without anon nom noms as long as it's properly sauced material and relevant to the work..

Hence the term "baker's discretion."

Anons nominating posts imo has always been a baker aid, not a requirement for inclusion in notes.
