Suppressed engineers report on Syria gas attacks leaked

The Organisation for the Prohibition of Chemical Weapons (OPCW) is the "implementing body for the Chemical Wepons Convention" which has 193 member states. [opcw.org]

 

Working Group on Syria, Propaganda and Media (WGSPM), says on their website:

 

The WGSPM is an independent group researching propaganda surrounding the Syria war.

 

The OPCW sent several Fact Finding Missions (FFM) to Syria to investigate alleged chemical weapons use.

One such FFM investigated the incident in Douma on 7 April 2018.

The final report on the Douma FFM was issued by the OPCW on 1 March 2019.

 

The WGSPM critiqued the Douma report after the report was released and found many anomalies.

A few of the anomalies are:

The report only considered a real chemical attack, not the possibility that the incident was staged.

The FFM team leader was inexplicably redeployed after reaching Syria by orders of the Director-General.

The conduct of the investigation violated Chemical Weapon Convention rules.

The final report was anonymous, while others were signed by the team leader and written more professionally.

The report excludes existing evidence that the attack was staged.

 

The WGSPM critique of the OPCW final report continues:

 

The circumstances raise concerns that criminal activities – the staging of a chemical attack using the bodies of civilians – have been covered up.

"This report discredits OPCW as a source of impartial investigation and undermines it as an international institution that is fit to be entrusted with maintaining the prohibition of chemical weapons, let alone with the remit to “identify the perpetrators of the use of chemical weapons” assigned by a resolution of the Conference of States Parties in June 2018."

 

After the WGSPM critique was published, some OPCW staff members told WGSPM that an engineering report had been excluded from the OPCW final report.

The suppressed report studied the alleged impact of the air dropped chlorine canisters.

The suppressed report was given to WGSPM.

 

A few things the engineering report said:

"The alleged impact event or events leading to observed vessel deformation and concrete damage were not compatible."

An alternative hypothesis of how the cylinders got into the buildings was that they were carried and placed there.

"The dimensions, characteristics and appearance of the cylinders, and the surrounding scene of the incidents, were inconsistent with what would have been expected in the case of either cylinder being delivered from an aircraft. In each case the alternative hypothesis produced the only plausible explanation for observations at the scene."
