These dry ingredients are mixed to a desired ratio and then combined with water. The portland cement reacts with water and hardens into a durable, water-proof binding agent which holds the other ingredients together into a hardy and versatile aggregate we know as concrete. It's mixed different ways depending how it will be used but these are the basics.

All the ingredients (especially the portland) are typically bone-fucking-dry before use; in fact, if your portland even gets damp before you're ready to use it, it's basically ruined. Cement does dry very quickly in Arizona, but you can offset this by using extra water or sand or both to give you a bit more time if you need it. Cement in a wheelbarrow will start curing, but even if you need to leave and go to lunch you can just spray it down and when you come back it'll be fine. Cement that's kept wet and mobile inside a cement truck or a cement mixer will not really set up in a short period of time, don't mix it if you aren't going to be using it. If you let that happen, you're a giant fuck-up and are going to get fired. Someone else will have to sit there with hammers or other tools and chip all the dried cement out of the equipment–it's not fun, I've had to do it quite a few times. Huge waste of time and energy…
