Why Denver specifically though?

I understand that drug decriminalization has been mostly a Democrat issue outside of the occasional Libertarian and knowing of the original reasons why Marijuana became illegal.

Is it possible that anti-marijuana/psilocybin big wigs could be using the opportunity to create chaos in the liberal city? Is it too late in that game or is it possible that enough bad statistics popping could cause a reverse on legalization.
