5G is glorified WiFi. It actually operates on lower power levels than 3G or 4G. It will also never fully supplant 4G. 5G's much shorter range means that full blanket coverage of the entire country would be impractical. So the previous generation will have to be maintained.

The telcos foresee free municipal WiFi eating their lunch. So their launching their own before that can happen. That's all it is.
