When Q seemingly referred to PapaD as "RAT BAIT." and told him to "Stay in the LIGHT." I thought it odd, like PapaD might be a gray hat the Q team was making stay in the light.
But if PapaD had deliberately made himself rat bait & this was part of the plan, Q calling him rat bait makes even better sense.
