Pretty sure that is against the law. No state has the authority to restrict travel by executive fiat, even for employees. Nakedly political,may violate equal protection, privileges and immunities clause, could not withstand rational basis scrutiny

Even so it is probably illegal because it’s arbitrary and capricious

 

It is state action even if it’s reimbursement policy. You can’t use the state to discriminate against another state for political reasons

 

Can New Hampshire ban reimbursement for travel to mass because of sanctuary policies?
