I had the same question as you and I reached the conclusion that if this is not orchestrated by the same team, i.e. certain aspects of both sides are controlled by one group, then it would've meant that the spying was long before predicted by the other side. Remember at the highest levels they can perceive time differently, using either technology or higher consciousness means.
