Laura the puppy mill issue it is very small businesses mostly selling to corporations and them sending them out to pet stores. It is the connections you don't have to the actual mills all you have is the corporations and they want cheap cute pups to sell (they do not care about genetics and sickness unless the pet store or vet sends them back - and that is included in bottom line). The corporate is bad but the breeders are often cruel. But finding them you would have to subpoena the corps and then investigate the thousands of breeders.
Laura vets have sent puppies back to protect the owner and the owner denies it because the puppy is cute and will deal with the puppies genetic issues and pay for them for the puppies life.
