Everyone is "subject and subjected to" evil thoughts. Scriptures present these thoughts as from the tempter, Satan, the devil. Not us, but a foreign intruder, internally.
Job was no exception. So exactly who do you think God was dealing with? Just Job? Nope! The tempter was also with(in) Job's own mind as well. And as such, God reserves the right to treat that entity (class) accordingly, in anyone. This is the foundation of fear of the Lord, rightfully so.
Jesus clearly advised all of us that where the Word is sown, Satan does enter the heart. Do the math. People are not alone between their own two ears.
Romans 11:32
For God has bound everyone over to disobedience so that he may have mercy on them all.
That does not mean mercy is extended to the devil and his messengers, in mankind, as Job and other scriptural depictions show us.
Knowing this, we are technically equipped to resist, to fight, to control. But we can not eliminate the internal lawlessness that we all factually have. It is from a source that is not us as God's children.
Ephesians 2:
2 Wherein in time past ye walked according to the course of this world, according to the prince of the power of the air, the spirit that now worketh in the children of disobedience:
Truthful children of God know this, and can speak of it. Those who remain blinded and under control of the spirit of disobedience can not tell the truth of the matter, because the devil is a liar, by nature, and still controls their minds and tongues.
Look upon yourself, inside. You'll see it and understand, maybe.
Paul provided us with an easy measure in Romans 7, showing, proving that where the Law, the Word is sown, in the case of Romans 7, the law against lust, that every manner of lust came into his own mind.
He concluded from this that evil was in fact present with him. Romans 7:21. As it is within all of us.
And as such, the Spirit is not just our friend. The Spirit is always in contention with the flesh, wherein evil makes it's secret hidden den.
Gal. 5:
17 For the flesh lusteth against the Spirit, and the Spirit against the flesh: and these are contrary the one to the other: so that ye cannot do the things that ye would.
Spiritually blinded people will blame anyone but never look upon themselves. Here for example they (the devils in people) blame the Jews. Never will they observe their own evil present. They can not, because they are in fact blinded by that working internally, and are compelled by that evil that is not them, to look to anyone else but themselves.
Paul isolated this issue with his own flesh, showing openly that he had a messenger of Satan in his own flesh. 2 Cor. 12:7.
And he concludes from this fact that this technically made him the "chief of sinners" even after salvation. 1 Tim. 1:15.
This is the basis of all Paul's writings, the two vessels noted in Romans 9:18-24 or 2 Tim. 2:20-21 for examples.
One vessel (all mankind) God Loves and cherishes. The other vessel (the devil and his messengers) maintain an adverse resisting relationship with God.
And of course all of this is by Divine Design and Intentions. It's how God set up our current system.
