A) it wouldn't be that hard for people to figure out how to not bother with those [companies] altogether once they get shut down, if that is in the cards for [them].
OR
B) it will not be that hard to unify them all and force open the protocol at each company to accept federated connections… As a matter of law if [they] are re-assigned as Public Utilities.
