Actually a brilliant idea. Send them to Eagle, AK, give them a coat, a tent, a fishing pole, a guide to wilderness survival (in Spanish, of course,) some bear spray and a bag of hard tack. That's like $250 worth of supplies–totally cheap in the scheme of things.
The heavily armed locals will make sure they stay dispursed and don't loiter in town.
