California has a regressive property tax system. It gives a perverse incentive to drive people out of their homes into new homes.
California property values are sky high.
California density and land use is outragous in populated areas.
California sit back and allow overlords to rule them and control all the electricity and water.
In California flood control involves giving billions to connected insiders who contract to thinly pave over the landscape and call it an aquaduct, or 'flood control', like what happened to the rivers in LA and Anaheim (Garden Grove?).

Look, if you buy a house in Cali you pay property tax based upon what it's valued now.
If you own it, and it's grandfathers, the property tax never goes up.
So yes, perverse incentive. Burn them all out and make them build new. Loot the FEMA dollars. Force them all to pay higher property taxes.
California needs to face it: your property tax laws are very very unfair to anyone who buys property.
