California has a regressive property tax system. It gives a perverse incentive to drive people out of their homes into new homes.

California property values are sky high.

California density and land use is outragous in populated areas.

California sit back and allow overlords to rule them and control all the electricity and water.

In California flood control involves giving billions to connected insiders who contract to thinly pave over the landscape and call it an aquaduct, or 'flood control', like what happened to the rivers in LA and Anaheim (Garden Grove?).

the land was then densly filled in with houses.

Look, if you buy a house in Cali you pay property tax based upon what it's valued now.

If you own it, and it's grandfathers, the property tax never goes up.

So yes, perverse incentive. Burn them all out and make them build new. Loot the FEMA dollars. Force them all to pay higher property taxes.

California needs to face it: your property tax laws are very very unfair to anyone who buys property.

I present worse case conjecture.

It would be a really sad story if local municiple leaders were also involved. I want to believe it's heedless hedgemons somewhere in some other or nether, not real Californians. I've watched too many episodes of Perry Mason, perhaps?

there are good and bad everywhere.

I love California.

there is a lot about the governance there that drastically needs to be reformed, and quickly.

Here we have an 1896 map of Anaheim and Long Beach Area.

Compare with a modern map especially where the rivers are.

The rivers used to meander. Now they go down a straight spillway.

There seems to be no reservoirs along that route.

I know that part of the reason that fame whore behavior is discouraged is that it puts people into harms way.

but then when they do it you and you get to knw what they are up to, it sometimes makes you worry when they go missing.

stupid.

that's why you don't do it!

but we still do care.

says 'why pray for me'? he asked.

why?

because you, young man, need a lot of that.

If only he'd not made us care so much . . .

oh . . . Pepe Thistle, where are you! ? ?

he did not 'fall'

he forced him self to jump.

like you would from a high dive into a pool, or a roof, into the back of a truck full of cushions.

The bridge wasn't that high.

Do you really think he's dead, anon?

We know that we'll never hear from Issac Kappy again.

But the man who had that name may still be with us but with a different one.

People often get a new name.

People named Issac have had it happen to them before.

I know, it's hope porn.

my understanding is that the property tax can not increase without a sale or some work on the property. I believe that if seniors need a discount, give it to them. But the discount goes to owners, and the discount is grandfathered in by the code as long as the property is not sold. Am I incorrect?

In any case I am all for helping when people need it.

Valuations should be fair and taxation as well.

special deal for old time locals?

I find that to be very unfair.

A bigger problem is the hydrology. The assumption of desert allowed for short cuts in hydro-logical engineering that didn't account for 100 or 500 year type floods, which do happen.

That's a bigger problem. Your cities are so dense in Orange County and Los Angeles that any new hydro-logical plan would be met with skepticism.

The Everglades will be hydro-logically improved. And it will be much better.

Something similar could happen in Long Beach and Anaheim. It could be really awesome with a series of cascading canals, larger than the spill ways, and meandering, and useful in many different ways.

So I see that as an opportunity for your locals to come up with some good ideas and make it happen.

If they can fix the Everglades they can fix the LA river! and the rivers in Anaheim and surrounding areas that were turned into spillways. Riverbed remeandering would benefit that region.
