The wording is difficult to parse.
I tried thinking of better/shorter wording and I can't.
Smart anons can you condense it to 7 words? or even 14 words?

Or if you consider the data path from the radar transponders to the website/database, there are other places where the data could be blocked. Crowd-sourced receivers all turned off (unlikely). Internet problems relaying data from receivers to web server. Internet relay blocked by mil spec ops electronic warfare. Web server not receiving data (a convenient choke point if you were going to deliberately block ADSB). Database error. Database maintenance. Web server not fetching data correctly from database.
I could go on…. Can't point definitively to one sole cause.
