I happen to think you're both intentionally wrong.
'Q'clock is based off a then-misunderstood foreshadow, and never takes the NEWS into affect. You assume, to a critical failure, that the timestamps unlock the markers, when Q had only ever said that the News (in all its forms) does that.
'Delta clock'(wtf?) Is but one piece of the puzzle. They arrange the MARKERS we find.
So you can't even begin to decode the deltas between something you don't yet have unlocked.
