I think he said that to let them all know that there might be a time soon when they are called back into action or need their leadership might be needed when all hell breaks loose on the streets. Likely either if Mueller does not come to an a deal with trump and has to be ended abruptly or when the high profile democrats get arrested. That was not said for no good reason.
