assuming Comey did hide a message in a tweet. The key to decipher the message would need to be just as public as the inicial tweet for all involved to know what the plan is. Find the key and you have your proof that orders where given.

there have been a few topics and plot points that correlate with work done here but I guess that is to be expected to a certain extent coming from a show that is set at a spy agency (called ISIS - kek) that has run ins with the other 3 letter agencies
what strikes me is that ISIS are contractors and we are currently in a position where Admiral Rogers had to shut down contractors ability to tap into once secret info.
