Regarding Oroville Dam in CA (notables in pb)

The dam is not as risk and is not being setup as a FF. Maybe it was when it first failed but not now.

 

This late in the rainy season, all CA reservoirs are in "top off" mode. CA doesn't frequently get rain this late in the season, so they bank all the water they can for the dryer summer. The plan is to allow the water level to rise to 900', or 1 foot from full. The spillway will be opened again as needed to keep it near full.

 

Department of Water Resources tested the spillway a couple weeks ago when the water level rose to the level to actually function test the spillway after two years of construction. Everything is working on the spillway (which is now solid concrete all the way to bedrock), and all but one turbines are generating power.

 

THE DAM IS NOT GOING TO FAIL.
