BUILD NEW ONES. Someone with money, whip out your credit card and get a hosting account with a local ISP that you can drive to and complain if they fuck with you. Throw up phpbb or something that new users can use. Set a focus on something you are interested in and will talk about: cars, sports, movies, whatever. Get a few buddies to create a core group of active users. Have an open thread on the side for politics or whatever.
