Just rewatched The Sum of All Fears - this has been a recurring title in Q's threads, which makes me think we haven't hit on the entire meaning yet.

 

I think it's been well covered on the research threads that, in the movie, a small cabal of individuals endeavor to gain world dominance by inciting war between the world's two super powers (US & Russia). They begin this conflict by detonating a nuclear weapon on US soil that is quickly followed by a rogue Russian General ordering an air attack on a US aircraft carrier - thereby implicating Russia in the aggression. The day is saved when the hero discovers that the spectrometer readout on the bomb's nuclear material matches uranium enriched in a US Department of Energy facility in Savannah Lake, thereby proving that the bomb detonated was NOT Russian.

 

SO…

 

This got me thinking - we all know that the Clintons made fat cash on the U1 deal. But perhaps it goes further than just money - if the fissile material was never supposed to leave the US (export was explicitly illegal), then any bomb made from that material (and bearing the signature of a US reactor) would necessarily implicate America in any attack it was used in. It's like planting fingerprints at the scene of a crime.
