The people behind Q team have software models running projecting the results of ongoing events. There are times when the model has projected a train of events that should not be perturbed. If Q speaks, they probably have to gather a bunch of inputs and run the model again. There may be times when they need to remain focused on international events or other things that are out of sight to us.
