Unlikely that DoD had not conducted an evidence-based security review of DoD security requirements & determined with confidence that Congress rates low per DoD's security threshold.

To the best of my understanding DoD leadership have 3 major responsibilities: 1) accomplish given objectives, b) ensure security of personnel, c) ensure security of equipment. All the more difficult to successfully accomplish if or when people outside the DoD chain (for instance, Congress) play loose and fast with sensitive information.
