Because he would prefer that people would do the right thing for their country. That they would step aside knowing they've been caught. Like all the people that have resigned and/or decided not to run again. Admit defeat without doubling down.
But no, these people are taking the "scorched earth" path. Their misdeeds are so egregious and they are so selfish, they will do anything for a slight chance to escape justice.
