Saw these concentric circles last night, but couldn't find any info that explained them. There was an article about doppler causing them, but the pics didn't match. While watching the map in motion the center smallest ring seemed to be spinning in a counter clockwise rotation.

That one was weird. First the one in Oshkosh popped up and disappeared just as the LaCrosse one formed. The center circle in the Oshkosh one remained and rotated. The center of the one west of Cleveland remained the longest just rotating counter clockwise.
