Russians had been traumatised since WAAAAAAAAAAAAAAAAAAAAAAY before the Cold War. And Americans weren't so much traumatised as they were very interested in buying fallout shelters or making friends with people who had fallout shelters. Because Russia always always ALWAYS backs down from the US. :)
