AG Barr asked POTUS to declassify. IC has stated they acted correctly. AG Barr has stated he believes, based upon evidence, that spying DID occur. Therefore, POTUS granted that authority to AG Barr, following procedures for DECLASS of course, because to do otherwise would be in violation of EO 13526. As DNI, Coats would be implicated in a cover up. Which means he should have come to POTUS and recommended DECLASS much earlier. He would be in a position to know crimes were covered up illegally by classifying them.
