"The heads of elements of the intelligence community… and the heads of each department or agency that includes an element of the intelligence community shall promptly provide such assistance and information as the Attorney General may request in connection with that review."

It should read:

"All members or or associates of the intelligence community of any rank or position that maintain active security clearances and therefore remain under presidential authority shall extend any aid or information AG barr requires in connection for the review."

That would have two effects: force a wave of resignations(or requests to revoke clearance), telling you who the likely shitbirds were, and gives barr absolute authority to dig however he wants to dig, beyond the influence of the "heads", meaning that the lower minions can't just say "go see the boss, I'm busy", or the "heads" can't obfuscate.
