The reason could very well be based on optics. Dan Coats (DNI) is a direct and inseparable entity to POTUS. Barr, on the other hand, is somewhat of an independent entity.
Yes Barr can be fired by POTUS, but in reality Barr is more of an independent agency.
This is the theory of how it is supposed to work, and also how TRUMP conducts his administration.
With Obama, there was no separation of authority IMO. His DOJ was a cover-up operation.
With TRUMP the independent council made it clear, TRUMPs DOJ is not a coverup machine for POTUS.
So what we are talking about is optics, if Barr releases the info those in the middle will see it more as an unbiased action (than Coats).
