no matter what happens they have conditioned many Californians to not learn hydrology and demand these 'straight line' flood slooses to be the rivers.
Rivers and gorges don't run in a straight line!
The problem is the management of your state.
When the water is high like that it's a perfect time to fill up people's individual cisterns, to store water among the people . . . or don't they do that?
Oh ya, they want a monolithic agency that rules the state. And in order to have a way to politically achieve that they spread the graft between all the various water districts, so each region in Califorina has a local 'council of water kang'. That way the elites can go in pilfer in one place, say Napa, and have their secret kingdoms.
the solution to the water problem is California is to realize that California does not have a water problem. What is has is a corrupt government and arcane, almost feudalistic governance of water and other critical infrastructure.
my point: your state is a feudal confederation of secret water kingdoms. Your people, in a very real sense, are vassals, water-serfs.
