HEY CLOCKFAGS. Orient the map!
That clock graphic shows a Compass Rose skewed 3* west. Maps need to be oriented re: True North, Compass North and Grid North to set the correct azimuth.
Ex: Many Mil training maps were 3* (in my experience).
Land Nav fags please chime in; not my expertise but this jumped out at me and years of forgotten training just spiked.

also the zeroing in southwest asia. sw asia (essentially the middle east minus Egypt) has a large area of 3* declination.
