The answer is easy, it's the consequences that are the problem.
Encrypt the Internet.
That would be the start, next level would be block chain.
When you have network and user Encryption.
It should be Linux, but not as a just a PC, but one you can put on a USB and anything you boot user's your security.
But then all 3 letter agencies will be blind. It's all of nothing, it would either be secure for everyone, or nobody, it's Binary issue.
