Civilian careerists not politicians and not political appointees handle everything dealing with security clearances. Since Brennan last worked in the CIA, that agency handles his. If someone failed to follow through, the guilty party works in the CIA not the WH or DoJ.

High level folks are allowed to retain active clearances after leaving the gov as a courtesy. IMO they should be treated like everyone else. This is why presidents are always appointing swamp creatures. They're the ones with active clearances which everyone else must start from scratch or have updates done.
